Conference No. NIP-CN-20200723
Meeting time: July 23, 2020 14:00 - 15:00 Beijing time
Participants: 13 members participated, including Ben, KKL, Leec (NAX.one), Lobatt (ATP-NAS), Lin Weimin (CVD IP237), Ravin (MRH2), Roy (Proof Voting), Qie Jianjun (Chainmaker), Huang Haozhi; Member of the Nebulas Technical Committee: Iris, Larry; Becky, a member of the Nebulas Foundation, and Hitters, founder of the Nebulas, among other projects.
Meeting objectives: Discussion of the next PoD governance vote on July 28th; final communication before the vote.
Discussion items:
Discussions on proposals for the fourth PoD governance vote, which will begin next Tuesday.
There are currently seven proposals to vote on.
NIP434 - Node Operators Privacy, about protecting voter/node privacy at voting
Huang Haozhi: In public, voters will have misgivings.
Ravin: For co-building nodes such as MRH2, voting also represents a shared opinion among other members, requiring public disclosure. And now the nodes are also a nickname, unlike KYC.
Larry: Technically, it must be open. It’s just that if the interface doesn’t show up, it’s a little bit more difficult to understand. The average user cannot understand the chain-stored data.
Becky: Personally, it’s comfortable to be open.
Hitters: Transparency is what we need to do. There may be a difference between Chinese and western cultures.
NIP442 - Node voting governance must not abstain all votes; nodes must participate in at least 50% of all votes (without abstain)
Iris: At present, only gate.io and foundation nodes except for the technical committee node have abstained.
Becky: Gate.io has their own considerations. They have different starting points for personal nodes, community organizations. We must also consider the particularity of address management.

Technical Committee
Overview of the work of the Technical Committee this month and the progress of the draft incentives for the sponsors.
The Proposal Creators Incentive program will launch with this following governance cycle - click Learn.
The Technical Committee will begin the process of evaluating the quality of proposals at the beginning of the next governance cycle.
Some interesting ideas emerged in this governance cycle.
A. The Voting Marketplace from StackofStake
Hitters: It’s a good proposal. This method is more interesting than the present node voting method, and the common user can participate conveniently.
Qie Jianjun: Node fund? Users are more concerned about the benefits, and it is not too mature to only filter out votes and coins. It is suggested that the sponsors participate in the node meetings and discuss them together.
Becky: It is a good suggestion to invite the sponsors to the node meeting. The sponsor may be invited to attend the node meeting in Chinese or English in different languages.
B. Berton: Can we develop a voting platform, according to the NAX currency status by the node import data automatically generated voting weight users, help the exchange or co-construction node to quickly build a democratic voting platform.
C. In addition, with regard to DeFi, there is a new idea in the Foundation, which has recently communicated with lead node operators. Follow-up for special discussions.
