On April 30th, 51 nodes were selected as governance nodes during the first PoD mainnet governance cycle giving them the opportunity to participate in voting on projects and proposals listed on Go.Nebulas. Of these 51 nodes, they include 18 nodes operated by the Nebulas foundation.
The function of the Nebulas Foundation nodes are to guarantee the stability of the mainnet. During the early stages of decentralization, there are not enough public nodes to fully participate in PoD however, there needs to always be at minimum 21 stable nodes at all times. To accomplish this, the foundation operates some nodes to supplement the network. These nodes always maintain the minimum amount of NAX pledge and not participate in consensus (unless needed) and most have gone weeks without participating in the generation of blocks.
The fairness of community voting is of upmost importance to the Nebulas Foundation and we will try to eliminate the impact of its nodes on voting thereby letting community nodes decide the future of projects and proposals.
The current voting rule require 67% of the 51 nodes to support Project Establishment before it can be approved. Because of the large number of Foundation nodes, if all of them are restrained from voting, it will be difficult for any proposal to be approved.
To mitigate this issue, 12 of the 18 foundation nodes will vote to support while 6 nodes will vote to oppose all projects and proposals (100%/18=5.556% per node = 5.556 × 12=66.67% support). As a result, the votes of the nodes operated by the Nebulas Foundation will be significantly mitigated and the votes of the community nodes will reflect the true decision making process of the community for projects and proposals.
